CLADE defined the right to education in early childhood as one of its key areas of advocacy and action after perceiving that many discourses on early childhood do not recognise children from 0-8 as bearers of the right to education.

All Latin-American States ratified the Convention on the Rights of the Child (CRC), approved in 1990. According to this Convention, non-discrimination means that every child has the right to develop his or her potential in every circumstance, at any time, in any part of the world.

Recognizing that education is a human right since birth implies recognizing boys and girls as rights bearers and that the enjoyment of this right is a value in itself and not a means to any other end.
