New and old challenges coexist in the field of Youth & Adult Education (Y&AE) in Latin-America and the Caribbean, a region where 35 million people are illiterate and 88 million people have not completed primary education.
Although progress in the legal field was made, there is a wide gap between regulation and implementation. Specific polices for this area lack financing, institutionalism and sustainability. Their outreach is even more limited in comparison to the demand and the little pertinence of their contents. Furthermore, learners should be better known, recognized and valued. Education policies aimed at them should take their needs into account, as well as their reality and their contexts of living.
Facing those facts, CLADE gives priority in its political agenda to advocacy strategies focusing on the right to education of young people and adults. We took part actively in the 6th International Conference on Adult Education (Confintea VI/UNESCO), and were one of the organisations responsible for the International Civil Society Forum (FISC), which prepared for Confintea. Besides, alongside with allies and a group of networks, the Campaign has been working on a Latin-American and Caribbean Youth and Adult Education Observatory, to monitor the laws and practices in this field permanently. One of its main aspects is the Amplifying Voices project: an interface to make the voices of Y&AE students heard.
Amplifying Voices is open to participation. It is a wide hearing process to collect testimonies, reflections and suggestions from young people and adults from several Latin-America and Caribbean contexts. Through the page, we expect to contribute to increasing perspectives by making the students’ voices heard, connecting them to actions of political advocacy held by civil society and presenting their proposals to spaces of policy-making, with special regards to Ministries of Education, parliaments, and to States Public Prosecutors and other legal instances in defence of human rights.
